Kdenlive hardware encoding AMD RX6700 XT - libamfrt64.so.1 failed to o

I am trying to enable hardware encoding for rendering in the KDEnlive application. I installed the amf-amdgpu-pro AUR packages with no errors reported. It looks like I have amf available:

But when I try to encode using the "h264_amf" preset I get the following error:

[h264_amf @ 0x7f4830002340] DLL libamfrt64.so.1 failed to open

I tried using the AV1 and the HEVC encoder, none of them work. Is there anything else I need to do to enable this?
