Hi, like I already wrote in another post, I want to GPU pass-through my 4070ti to a VM. My problem is that my main board with the integrated GPU only has 2 monitor outputs, and I have 3 monitors. I found an Nvidia Quadro NVS 290 on ebay for 20€, and wondered if it was possible (or recommended) to use the Nvidia Quadro NVS 290 for my third monitor and then pass through the 4070 ti and if the nvidia-dkms package would work for both gpus at the same time because i read online that legacy gpus needed the nvidia-xxx... drivers.

You might want to elaborate on the usecase you envision for your system. What benefit are you hoping from a passthrough what's your intended end goal?
To answer the question in the end literally: no you can't, as you've read legacy needs legacy drivers the new card needs new drivers
To answer the question of whether this is theoretically possible, yes it totally is, assuming you never want to use the 4070 on your host and only make use of it for the passthrough then it's absolutely possible to just use the old card for the host and always passthrough the stronger one and there won't be a logical conflict. If you ever intend to use the stronger card on linux that will add a whole bunch of complexity (the easiest in that case would probably be to opt for nouveau in the passthrough case and then have two kernels/bootloader entries that switch between vfio + old card and blacklist nouveau + new card)
