The solution, as found in this comment was to uninstall `xdg-desktop-portal-gnome`. There is an issue due to a regression.
This is a recent issue. I have noticed that some flatpak apps take a very long time (1 minute or so) to start after initial log in. When they do launch they exhibit issues like missing cursor theming; however, if those intially launched apps are closed after the ~1 minute has passed, and a new instance is launched, the launch is instant, as it should be, and there are no theming issues. I have so far noticed the issue with the Flatpaks for Firefox, and the minecraft launcher.
Here is my output for journalctl -b: https://pastebin.com/CySDvRu0.
In that log, after log in, I immediately tried launching firefox by clicking the icon about 4 times, as well as the minecraft launcher. The last firefox launch, was the proper one.
DE: KDE Plasma 5.27.5, Wayland
Flatpak v1.15.4
OS: Arch Linux

Remove xdg-desktop-portal-gnome, there are a few recent threads where that one has a regression.
