Recent location for gtk3 file-chooser

When I open the file-chooser from firefox it opens it in the most recent folder. However when I open it from signal-desktop it for some reason always opens in my downloads folder. Is this any issue in my setup or a bug in signal-desktop. Since both packages require gtk3 I think they use the same file-chooser but not fully sure.

My setting for

gsettings get org.gtk.Settings.FileChooser startup-mode

is 'recent'. And my gtk-3.0/settings.ini is:

[Settings]
gtk-icon-theme-name = Arc
gtk-theme-name = Arc
gtk-font-name = Inconsolata-dz for Powerline 12
gtk-application-prefer-dark-theme = true
gtk-cursor-theme-size = 16
gtk-recent-files-enabled = true

According to https://github.com/signalapp/Signal-Desktop/issues/5930 this would be an electron problem, do you get the same behavior w/ chromium?

Openning on the most recent folder was a relatively recent change of the Gnome portal (need citation—I remember reading a blog about this).
On the other hand, the generic Gtk file picker still behaves as always, which doesn't remember the last location.
