I have done a clean install of Arch Linux, but when I use startx to start the Budgie DE, it displays as follows
I am a beginner in Arch Linux and I would not know how I could move forward in this situation; it happened after installing xterm, which was a necessary package to be able to launch the Xorg server

That's not the budgie DE by any margin, how does your .xinitrc look and did you heed the information in the note boxes from: https://wiki.archlinux.org/title/Xinit#xinitrc ? -- which instructions are you following to set this up?

About the problem, I could see in .xinitrc that twm, xorg-clock and xterm were running by default; I removed those lines and I could run budgie-desktop without problems.
