tweaking the ~/.config/gtk-4.0/settings.ini
changing gtk-decoration-layout=icon:minimize,maximize,close to gtk-decoration-layout=menu:close
it works after killing and opening the application but it goes back to original state after restarting the system.
how can I save it permanently?

I learn from this comment that I can't change because of GNOME/GTK Application style of Plasma. My work around is to go to Settings > Appearance > Window Decoration > Titlebar Buttons and just remove the minimize and maximize button.
