Consider your reader.  You are sitting in front of a system you own and you can (presumably) see.  We do not have that luxury.

Tell us about your system.   Is it a desktop?  A laptop? A headless server?
Does it have a built in keyboard?  Is that the keyboard with which you are having trouble?
Is it a PS/2 keyboard? USB? Bluetooth?

Googling for "caplock" won't help, it's "capslock"
Please post

setxkbmap -print -query
xmodmap -pm
xmodmap -pk | lock

Also

xset q

w/ and w/o capslock supposingly active.

In case this is an https://en.wikipedia.org/wiki/XY_problem - you're aware that you can turn that thing into something actually useful?
