What file system to choose for external drive?

I'm getting lost in these all file systems.

So 2 questions:

1) what fs to use in external drive for linux(compatability with windows would be good, but not mandatory)
I will use it constantly for files like 0.5 - 1 gb in size, and for larger like films.

2)what fs to choose for shared media partition in pc(not external)?

In my opinion, ext4 would be fine for an external drive (though it may not work for your use case, as it is obviously not compatible with Windows)
If you don't care about files larger than 4GB, then I guess FAT32 would work, but anything larger than that would not fit.
If Windows compatibility becomes more of a requirement in the future, and/or larger file sizes are needed, exFAT may work better, or NTFS with ntfs-3g
