Okay, I am going to remove amdgpu.conf and uninstall the amdgpu driver now.

Amazing, it worked! Thank you for helping me with this and I apologise for not listening to your advice earlier.
Proton games all run now. I am getting an issue with Proton itself (segfault while loading /usr/share/steam/compatibilitytools.d/proton-ge-custom/files/lib64/gstreamer-1.0/libgstva.so) but this I was able to temporarily solve by simply removing the library file.
