How to allow XFCE panel to shutdown and restart independent?

Im currently using the LXDE desktop environment, just with the xfce4-panel instead of the default one because it's nicer and has the plugins I need.

My only issue is, with both the built in action buttons on xfce-panel, and with the top buttons on Whisker Menu, all power related options are visible but greyed out, which means I can't restart or shut down my PC via the Whisker menu like I usually would.

When I tried xfce4-panel in Lxqt, I had to install "xfce4-appfinder" which provided the search functionality inside of Whisker Menu. So I'm hoping it's a similar fix, but I can't seem to find anything.

xfce4-power-manager package didn't help.

You need a running Xfce session for this to work: most of these buttons or menu entries activate a D-Bus call to org.xfce.SessionManager.
This may be improved in Xfce 4.20 for action buttons: https://gitlab.xfce.org/xfce/xfce4-panel/-/issues/747
