GTK can't load svg icons

A few icons in gtk apps are not loading
If I run nemo I get

 (nemo:33271): Gtk-WARNING **: 21:13:12.479: Could not find the icon 'xapp-user-favorites-symbolic-ltr'. The 'hicolor' theme
was not found either, perhaps you need to install it. 

I do have 'hicolor' theme installed and I also have librsvg installed. I also did `gdk-pixbuf-query-loaders --update-cache` still no progress
