Kde system settings opens with a weird window size[SOLVED]

It seems to open vertically maximized.
Is this on X11 or wayland?
On X11 you can check the state w/ | xprop _NET_WM_STATE |
Edit: systemsettings likely fails to udpate its config, probably still ~/.config/systemsettingsrc ?

I'm using Wayland. It's not the first time this has happened; every time I try to perform a clean installation and make modifications to the position of the panel for some reason, it starts happening.
It happens also with the godot engine,when i try to run the game.
