Page for list of dictionaries

As you know we have a [list of applications](https://wiki.archlinux.org/title/List_of_applications) page.

I would like to create a page that lists libre dictionaries as well.

Take for example the KOReader list or the aard2 list.

What do you think?

I think there are wonderful dictionaries out there, like BoBoTiG's processed daily dumps of wiktionary, that allows you to search for words offline.

I think we should advertise those libre resources.
