[SOLVED] Rebooting to Windows without reaching prompt (live usb)

Hello, I am attempting to install arch in a dual boot configuration on my new PC, which I have done before on my old PC, but every time I boot up, I get the message the message "A start job is running for Wait for Network to be Configured", and it seems to eventually timeout and reboot me into Windows, without ever reaching the prompt. One thing to note is I do use an ethernet-over-power adapter, so I'm not sure if this is causing the issue, however when I installed Arch on my framework laptop I used the same adapter with no issues. I do get internet on windows, and I have tried is plugging my ethernet cable into a ethernet->usb-c adapter (exactly what I used for my laptop) and it still didn't work. I have tried resetting my bios to factory settings, and that didn't change my problem either.

Edit: I forgot to mention that I have tried the 2 most recent builds of the iso, and neither work.
