XFCE - No Window Manager on Screen 0

I have tried to do a clean install with the October 14th ArchInstall iso and on both bare metal and a fresh VM, I get issues with xfce where the window manager just doesn't exist. When I try to kill xfce4-panel and relaunch it using "killall xfce4-panel && xfce4-panel" I get "No window manager registered on screen 0." and "No outputs have backlight property" I thought it may have been something to do with my graphics drivers but as it's also doing it in a fresh vm, I am stumped. Does anyone know if there is an issue with xfce & Arch right now or am I overlooking something?

xfce4-panel isn't the WM, the xfce4 wm is xfwm4 - whether and why it fails is anyones guess, but I'd take a look at the system journal the recorded coredumps.
