First ocd-icl was not loading the amdocl64.icd so I forced it in an environment and it show 0 devices still. I have the Rocm and hip stiff installed including for opencl. A buddy of mine has his gpu show up. I am at a total loss and have spent 4 hours trying to figure this out.

Using Reslove checker I get keep in mind I removed the enviroment variable to force the correct icd because it said 0 devices

Not found opencl platforms with appropriate GPUs. Check that you have installed corresponding driver. Otherwise you cannot run DR.
All seems good. You should be able to run DaVinci Resolve successfully.

Navi 22 [Radeon RX 6700/6700 XT/6750 XT / 6800M/6850M XTROCm has very limited support for navi chipsets, remove the opencl part . Also consider removing intel-compute-runtime (may be needed for other things).
opencl-amd from AUR is probably your best chance to get things working with DR.
Disliking systemd intensely, but not satisfied with alternatives so focusing on taming systemd.
clean chroot building not flexible enough ?
Try clean chroot manager by graysky
