1. There is a reflector.service in the package. Why don't you just activate that? Always pacman -Ql a package to see if it has its own services.
2. Your custom reflector service comes with its own switches and very likely ignores the conf.

I run this command : sudo systemctl enable reflector.service.

You disable and delete your custom service and enable the service that comes with the package with the very same command you used to activate your manually written service.
Then you read my post again to understand what happened and then you read the wiki article "reflector" to learn how it works.

Those countries aren't all that far from Georgia, amy closer ones run into potential firewall or censorship issues.
That said, I don't see a need to filter based on location. Fast is fast, no matter where it is.
