Gnome behavies as if "Mouse Keys" is on when setting is unchecked

My numpad is moving the mouse instead of typing numbers. It seems to be behaving as if Accessibility>MouseKeys has been enabled, but I've checked the settings and it is off. This is new behavior, used to work fine before I updated. Unfortunately I don't know when this behavior might have changed, just noticed it recently.

X11 or wayland?
For X11 check https://aur.archlinux.org/packages/xkbset
