At one time I was able to use the atlasvpn client in the AUR repo, but it is no longer working. When I try to sign in I keep getting the message "Unable to fetch required data. Please try again later." Is there a way to successfully install the VPN client

If it's just openvpn or wireguard why not just use one of them directly?
CPU-optimized Linux-ck packages @ Repo-ck • AUR packages • Zsh and other configs

Mod note: moving to AUR Issues.

I don't believe AtlasVPN supports manual connections. I tried to use dpkg to install the .deb file available for download on the atlasvpn website for linux installation. However, it errored out due to not having the dependencies installed. Any advice on what I should do next?

Don't. dpkg doesn't have a clue how to do things on an archlinux system.
The aur package was updated to the latest atlasvpn version 1.1.0 in septermber, is that the version you have trouble with ?
(if unsure post the output of pacman -Q atlasvpn-bin )
Disliking systemd intensely, but not satisfied with alternatives so focusing on taming systemd.
(A works at time B) && (time C > time B ) ≠ (A works at time C)

I feel kind of silly. I finally figured out that because the atlasvpnd service was down, the command line app wasn't working. After enabling and starting the service it now works.
