[SOLVED]Nvidia gpu not using highest performance level under full load

I have an RTX 2070 Super and it consistently fails to stay in the highest performance level during full loads. When checking with nvidia-smi for throttle reasons none are listed (Everything is "Not active" under the throttle reasons), also the gpu only uses 130-190 watts at full load and the temps stay around 50C to 60C so it shouldn't be an issue of thermal throttling. I set the

"RegistryDwords" "PowerMizerEnable=0x1; PerfLevelSrc=0x2222; PowerMizerDefaultAC=0x1"

option in my xorg.conf file and it doesn't change anything. The highest clocks are stable under Windows 11 with no overclocking/voltage curve tuning. Also the preferred mode has no impact on this issue as it is present on all modes. Overclocking will bring the lower performance modes to the same clock as the highest performance, but this causes stability issues as it also brings up the highest clocks to the same amount which is unstable and causes the card to error out when the load goes down (On full load the overclock is stable, once the load drops the card switches to the highest performance state and then errors out because 17000mhz is an unstable clock for memory). Any clues on what the issue is? Is this just a case of the nvidia drivers lacking windows features?

Issue wasn't with drivers or gpu but rather benchmarking tools.
