[Solved] Infinite login in Steam

3-4 days ago my steam client stared lagging a little bit before launching. It was opening a chat window, but the main window with library was in login animation. After sigterm'ing it and relaunching it starts works fine.
But yesterday It suddenly stopped launching at all.

It seems like it trying to download something, but fails. I can login on steampowered.com via browser and mobile application though. Any ideas?

My specs:
Kernel: 6.6.7-zen1-1-zen
CPU: AMD Ryzen 9 5900X
GPU: AMD ATI Radeon RX 6700 XT (AMDGPU driver)

I don't have logs, but the overall behaviour is absolutely the same! Tried to downgrade nvidia drivers - no luck.

I actually had the same problem with my Intel/Nvidia laptop, in the same network. But - It works kinda better. In 1 of 5 times it actually loads. And because I have steam installed on both PC and a laptop - here what I did: I've copied all files from .local/share/Steam (except compatability_tools and steamapps) from laptop to PC and started it. And now steam is launching, but there is still a problem - it's disconnects for a 5 seconds each time I'm launching a game! So, no steamcloud sync for me, but at least if syncs every steam restart. I'm gonna test it a little bit more.

Enable system-wide VPN. I've enabled one with a server in North America. It works now. Oooookaaaay...
