No cpufreq driver is active on this CPU - Threadripper 2950X

Hello,

I am trying to manage CPU Scaler, but no cpufreq driver is getting loaded according to cpupower. I looked around in the BIOS and there does not look to be any setting to enable CPPC. Is there any way for me to manage P-states without it?
