[SOLVED] Flickers, artifacting, and stuttering in ALL games

I am having problems with flickers, artifacts, and stuttering in all games. This includes native and ones ran with proton. A variety of black bars (moving vertically), extreme tearing, etc. My last installation games worked fine with no problems, however after reinstalling something is messed up. Might be a misconfiguration. Here's the output of a few commands:

(Enabling VSync worked in some games like Gunfire Reborn, but made no difference on Sector's Edge and Counter Strike 2)

Downgrading to version 535.113.01 of the Nvidia drivers solved all the problems in all the games. This is something I ended up having to do on my previous install. Newer versions of the driver must be broken somehow.
