How to lower the frequency of an intel integrated chip

I've tried

echo 300 > /sys/class/drm/card1/gt_max_freq_mhz 
echo 300 > /sys/class/drm/card1/gt/gt0/rps_max_freq_mhz 

But no effect was observed
Can someone help or suggest how to do this. I am aware that intel does not allow undervolt, but it does allow changing the heatpack. But is it possible to change the heatpack on iGPU? In windows this is implemented, because when watching youtube videos there are expected slowdowns as igpu resets frequencies (adjusts heatpack).

laptop-mode, TLP - do not work at all. 0 effect on igpu
