With HTTP/2, the download speed is at 3 MB/s.
Now, it seems that the download speed has been slowed back down to what it was before, even with HTTP/2 disabled. ¯\_(ツ)_/¯

vm/vpn still fine in immediate comparism?
(Those might have been flukes as well and the routing or the servers slow all along)

I had the same issue as OP (also in quebec, using videotron Helix) and the proposed solutions here worked for me as well. Went from 40 mbps to 400 mbps (same as Windows).

thank you. @nClientDownloadEnableHTTP2PlatformLinux 0 from the wiki made me go from ~10mb/s up to ~50mb/s. still slower than on windows which is around ~80mb/s but at least its a lot better.
whats odd is that i remember back during the summer of 2023 getting the same download speed as windows on linux with steam. i started to notice reduce download speeds around september / october 2023. it just now bugged me enough to look into it.

I also experienced this issue (slow on Arch, fast on Windows with the same machine). Disabling HTTP2 did not seem to help. Configuring it to connect to more Steam download servers didn't help.

However, after more testing, I noticed it would intermittently download much faster. And for certain games.

Maybe not all of the Steam download servers allow you to download at faster speeds?

However, downloading on Windows is reliably fast.

You mean the steam servers had fluctuating performance over the easter holidays?
I'd re-test the behavior in a couple of days before changing the system configuration based on that condition.

I had this same problem using Endeavor OS. I shared a link to the section of the arch wiki that solved my problem. Look for Section 5.13. In the instructions it will ask you to edit a steam_dev.cfg file. If it doesn't exist (it didn't for me), just create it, then restart steam.
