I run a headless Arch Linux server where I perform video encoding/decoding operations. I'm using an Intel Core i5 12400 CPU which has integrated graphics and I installed the mesa and intel-media-driver packages as per the wiki instructions.
My question now is if I need the Xorg server for anything encoding/decoding related. My understanding is that I don't need it: Xorg server is only used by video output from the GPU, not encoding/decoding operations. Am I correct?

I believe you are correct.

You''ll probably want libva / libva-utils
and make sure `/usr/bin/vainfo` returns anything meaningful.

Thanks for the replies. I have libva and libva-utils.
/usr/bin/vainfo returns the following:
Trying display: wayland
error: XDG_RUNTIME_DIR is invalid or not set in the environment.
Trying display: x11
error: can't connect to X server!
Trying display: drm
