all of that seems to be correct but when I enable hard ware acceleration on any app the speed is really bad
and also the output of vainfo

well that seems to have fixed it the system is bit faster

Just in case there are no misconceptions, HWVA is only for video acceleration, e.g. watching something in mpv/vlc/youtube or what have you. It won't have an impact on anything else you might be doing. But it makes sense to run that over the intel GPU since the main benefit of it is that when you're watching something that can be decoded on the GPU you can avoid a CPU roundtrip which you'd have otherwise before presenting/displaying to the screen.
That said, looks alright, though afaik va_gl is pretty bad in general but since VAAPI has pretty much developed to be the dominant implementation you'll likely configure most tools to use VAAPI.

I see so now I'm using env = VDPAU_DRIVER,nvidia
and using HWA in jellyfin as VAAPI and the video loading times are significantly lower
