So a while back I happened to be on the main page and saw apt was just updated, initially assuming it is just another package with the same name but no, it is the actual debian package manager. For the sake of it I searched for dnf and curiously enough, found that as well.
Searched the internet a bit but was unable to find anything. Nothing on the wiki as well.
So, anyone have a clue about this?

both apt & dnf are listed as optional depeends for mkosi .
The archwiki on mkosi explicitly mentions dnf and apt.
Maybe some of the devs want to be able to run ostree images for other distros.
Disliking systemd intensely, but not satisfied with alternatives so focusing on taming systemd.
