A few days ago I installed Arch Linux on my desktop PC and I encountered a problem that I don’t know how to solve. When my PC is completely off and I turn it on, everything works correctly. But when it’s on and I type ‘reboot’ in the bash, it restarts, but it only gives video until Arch Linux starts after GRUB. From there, the monitor turns off and the only way to get back into the operating system is to completely turn off the PC and turn it on again.

This issue doesn't seem to be limited to new 7000-series but I was able to reproduce it with a RX570 and a R9 290x. So I guess ANY amd gpu that uses amdgpu driver is affect.
From my testings it also seem to be related to setups using DisplayPort - as when I tried with only DVI or HDMI the issue does not occur.
Whatever the change was about that causes this issue - it seem to somehow mess with the gpus state not correctly resetting it and hence the re-init on warm reboot fails.
For some reason windows is able to recover from the faulty state in every setup. So it's not a hardware fault nor should DisplyPort make such a difference.
