I'm curious because someone asked this in another forum. During the boot process, from init until the login prompt, which user is initializing the processes?

It's being executed with root permissions, but it's not really the root user (ie. there are no root user env vars) running it.

After bootup the kernel runs /sbin/init. Everything that happens after that is started by init. A nice file to look into is /etc/inittab and its manpage. Arch uses sysvinit.
