Time is not synchronized, but I cannot install any new packages to fix

The time on my system is not synchronized. I would synch the clock, but I don't have any package to do so. Pacman is not working because the PGP signature is incorrect (I believe because the time signature is wrong). I have double and triple checked my mirrors and I am able to ping them correctly. My question is, how can I fix the time synchronization so I can use pacman again? Thank you.

Is the time roughly correct to within a matter of seconds?  Please post the command used and output generated which illustrates the signature issue.
