I was able to perform a system upgrade after adding both packages to the Ignore line in /etc/pacman.conf. However, I'd like to know why the above error is happening.

I can't do that. I'm using Wine, which requires a number of lib32 packages.

The point is you have already partially done it -- you don't currently have the multilib repo enabled. If you didn't do this deliberately, then the most likely cause is mishandling of your .pacnew files (particularly /etc/pacman.conf.pacnew).
Just re-enable the repo and perform a full system upgrade if you want to continue using it.
