Whenever I press F11 to fullscreen, the external monitor turns black. If I press F11 again, it turns back to normal. On some applications it turns just black for 5 seconds before entering fullscreen mode. This also applies when i fullscreen a youtube video. Please let me know if there is a common fix for this.

Plasma Wayland? try unchecking the tearing enablement protocol in display settings.

Looks like it is resolved now. Because I had two monitors, when I swapped their hdmi ports, it somehow was fixed.
