Steam - No controllers detected

My Steam will not recognize my recently purchased Xbox360 controller. Specifically a "DOBE Steam Controller" however, I don't think the specific model matters.
There has never been a controller connected to my Steam.
Game playing, until now, did not require a controller.
Here's what I am seeing:
In  terminal 'lsusb' reports "Bus 005 Device 007: ID 045e:028e Microsoft Corp. Xbox360 Controller" this via the wireless dongle provided with the controller '(Bus 005 Device 005: ID 045e:013f Microsoft Corp. TYX-1618A)'.
(Once controller 'pairs' with dongle, the 'lsusb' dongle entry disappears and 'Xbox360 Controller' appears.)
I have copied '/usr/lib/udev/rules.d/70-steam-input.rules' to '/etc/udev/rules.d/99-steam-input.rules'. Changed the '# Valve USB devices    SUBSYSTEM=="usb", ATTRS{idVendor}=="28de", MODE="0660", TAG+="uaccess" ' to 'MODE="0666" '. As suggested by ArchWiki.
The Arch OS is updated to current every morning.
Searched "Steam controller on Arch Linux" and read through and checked settings for various Archwiki suggestions.

At this point I am not sure what info is needed to get help so please ask me to post whatever.
Any suggestions or questions would be greatly appreciated?

Do you see a new /dev/input/js* node appear when you plug the controller in? Some "XBox360" controllers need special drivers.

Try just reinstalling Steam and restarting. It fixed a similar problem for me, relating to Arch on Steam Deck with it not recognizing the built in controller. Steam might just need root to do something, which probably can be done manually but it seems like the simplest thing to try.
