Gnome 46 - window title bars disappear behind top bar

Since my 46 update I have this annoying issue where the top bar/panel is not "solid" so the window title bar disappears behind it (any app). Also, certain app windows (eg. Terminator, Pulseaudio Volume Control) are not resizable.

I've tried disabling all extensions, makes no difference.

I have X11

I can also confirm non-resizable windows (specifically emacs) and malfunctioning top bars on X11 with gnome-shell 1:46.0-1

UPD In my case the problem is not persistent (reproducible?) and dissapeared after another (minor) upgrade and restart.

Window resizing issue has been resolved with system update but top bar issue remains.
