pip issues with venv

I'm new to venv. Created and activated a virtual environment, tried to use pip to install a package. Still getting the "This environment is externally managed" error, trying to get me to use pacman -S. So, I'm not able to install packages to my venv. Any workarounds? Thanks!

Please post the commands you used to create the virtual  environment,  activate it and then install a package in it along with the outputs those commands produced.
