From the looks of it, Fedora Media Writer should write the ISO correctly.
Try increasing the time it waits for the /dev/disk/by-uuid/2024-05-01-17-04-31-00 device to appear by using the rootdelay= boot parameter (see the tip in https://wiki.archlinux.org/title/Instal … nvironment). E.g. try 5 seconds:

rootdelay=5

That "Timed out for waiting for udev queue being empty" likely comes from udevadm settle. No idea why that happens though.
