In addition, I accidentally started the system with the commented line
GRUB_CMDLINE_LINUX_DEFAULT=“loglevel=3 quiet”
Since then, I have had a problem with the icons in the boot bar. As I hover over an icon with my mouse, it disappears under the cursor and they appear in the upper left year of the boot bar. And so it is behind every icon. They overlap one on top of the other in the upper left corner.
I cleaned the ~/.cache directory but that didn't help.
I created a blank bar in KDE. I added program launcher, trash, yellow cards to it, but the problem still occurs. I had a backup of the system partition (does not include /home files). I restored it but continue to get errors, which would indicate that the problem is the configuration files from /home?
Where can I look for the cause?

The solution is to delete the
~/.config/kdeglobals
