After a fresh installation of Cinnamon, the desktop background is solid black. If I try to rectify this by opening the configuration, I can see that the Adwaita theme is highlighted, which is commensurate with the chosen icon and cursor themes, but there isn't actually a background to choose from. Even if I select another theme like Amber, there isn't any background I can pick.
I can verify that the background files exist /usr/share/backgrounds/gnome. I assume this was installed alongside Cinnamon as I haven't installed GNOME myself.

Actually, it turns out some of the backgrounds work. It's just that most have been converted to JXL recently.
I decided to investigate this further, and it looks like there was a patch to "cinnamon-desktop" that attempted to rectify a change that occurred 10 years ago. Upstream now changed things around again recently, and the patch no longer works as intended. Despite being a dependency, "gnome-backgrounds" simply does not work properly with Cinnamon. There doesn't seem to be a real solution other than manually adding the desired backgrounds by hand.
I blame upstream for not providing replacement packages.
