KDE Windows Action Menu Always appears on the top of the screen

The Windows action menu always appears at the top of my screen when I right-clicked the menu bar, but it appears at the expected location when using Alt+F3.

Try looking at System Settings -> Window Management -> Window Behaviour -> Advanced and see if setting the Window placement to your desired location helps.
