adding locale-gen instructions to xorg wiki page

What I said above.  I would just plow through with an "uncomment locale you want from /etc/locale.gen and then /usr/sbin/locale-gen" but I would like someone to give me the thumbs-up.  There could be something else going one I am not aware of.

Not that I'm against more Wiki contributions, but what's the connection between Xorg and glibc's locales? They are needed everywhere else too. The official installation guide needs an overhaul, that's all.

I think locales should go on a separate page. It's seems to be one of the more common problems.
