The following steps can be repeated:
1. Start the floating panel
2. Enable Blur or Background Contrast in effect
3. Maximize Windows
4. Minimize the window
I don't know if anyone else has had the same problem as me.

I think they mean this bug https://bugs.kde.org/show_bug.cgi?id=488295

Which should be fixed with the next release
