I tested xmltv, and it still seems to be working.
Does anyone know what, if anything, I should do next?
The AUR page for xmltv does not seem to mention this problem.

Both use cpan as source and haven't had new versions in over a decade .
The url listed in aur for xmltv gives a warning about an expired security certifcate , so I'm not going to investigate further for now.
Disliking systemd intensely, but not satisfied with alternatives so focusing on taming systemd.
clean chroot building not flexible enough ?

I gather the warning said those packages would need to be rebuilt, not removed which is also indicated by the output you actually showed.
It's up to you to rebuild your AUR packages when needed - the perl package was nice enough to remind you of this. So rebuilt them.

Thanks. I misinterpreted the warning. I assumed that the message meant that I had obsolete packages that needed to be removed. Updating caused the bad package list to empty:
WARNING: '/usr/lib/perl5/5.36' contains data from at least 1 packages which will NOT be used by the installed perl interpreter.
