[XFX RX 7600] Fans not working properly

I have been using arch for about a year now. But since I'm not that knowledgeable and have been trying for a while to solve this without progress now; I would like some help from more experienced users. This is the information i have on the problem:
The fans themselves are not broken, since GPU is brand new and they spin during bios & used to work fine on a win11 install.
Tried updating/installing drivers according to the wiki articles both AMDGPU and AMDGPU PRO drivers it did not change anything. [Currently using AMDGPU ones]
The fans are inactive most of the time but under extreme load become active, in benchmarks for example. This means that for anything not quite as demanding they either don't work or do but turn off sometimes.
The GPU makes a coil whine noise when under load becoming worse in some scenarios which don't get the GPU fans to spin as much.
When using corectrl utility the fans are not reactive to any setting i apply. It does register when and how fast they spin.
Other than these issues the graphics card has not surpassed 80°C in the worse case and frame rates are within what is expected for the titles i own on steam.
If any additional info is required i would gladly provide it.

amdgpu pro are just different GL libraries, they don't do HW control.

I tried with the tools on the wiki article you shared, configured the gpu fans but after some testing and getting the same noise issues on windows; I decided to take the gpu back to the store. Thanks for your help

well - too late to the party
I use a sapphire 7700XT and don't have any issues: I, too, can not control the fans under Linux - but a sanity check with windows confirmed: the fans work and the windows driver can manipulate them
back in Linux the card has a good auto profile: used a miner tas test-load and the card kept around 80°c with fans up to 63% - yes, a bit toasty - but from its paper it's designed with a max continuos heat of up to 105c with 115c as the critical

I got the card back from the store, it is mostly silent with some spikes of coil whine noise every now and then. Then i tried adjusting fan speeds according to the wiki article to help keep the noise down and it worked! Thank you for the help
