You are not logged in.
Just had to update nvidia-390xx to fix a bug introduced with systemd v256.

Whether I'm logged in as user or root, after I run
systemctl suspend(without X running just in tty) the system goes to suspend but when I try to wake I only get a black screen and I can't even change tty or use Sysrq to reboot, so I'm force to cut power and boot again.
Only thing I changed recently is disabling sddm.service as I'm moving away from it and setting up a new window manager. But as I said I'm not even running X and first command I run after logging is systemctl suspend.
