For a week now I have been facing a hibernate problem:
When a I call the hibernate these steps happen:
- The screen freezes (XFCE)
- Screen goes blank
A few seconds later....
- My Webcam (USB) LED wakes up
- The screen wakes up and shows the XFCE frozen
- The computer Shuts down
When I turn on the computer, it wakes up successfully, but I don't understand what happens in the meantime when it goes into hibernation.
Any advice?

Did this start w/ systemd 256?
https://bbs.archlinux.org/viewtopic.php?id=296954 has been confirmed to not only be related to "nvidia closed source crap" and may explain the (otherwise harmless, it seems) symptoms you experience?

Edit: and please post the actual files you used to disable the userspace freezing (systemd will also bitch around about that when you suspend and dared to disbale the userspace freeze)

Oh, thank you Seth. I got confused with the systemd version when I downloaded it from the Archive.
Well, the problem persists with systemd 255.7-1-arch with both Kernels: 6.6.37-1-lts and 6.9.8.arch1-1
I'll upgrade to the latest kernel and systemd and start again with the systemd's config files to set the SYSTEMD_SLEEP_FREEZE_USER_SESSIONS flag

you need to create the override files for all systemd services related to suspension (... and hibernation) you need the first file for /etc/systemd/system/systemd-{suspend,hibernate,hybrid-sleep,suspend-then-hibernate}.service.d

It does however not seem to be caused by the userspace freezing.
Do you get the same behavior if you call
1. "systemctl hibernate"
2. from the multi-user.target (2nd link below)

I don't have Display Manager, my computer boots into a console terminal where I enter my username and password and then run startxfce4
I have the same problem when running systemctl hibernate from the console (without starting XFCE)
In the meanwhile I'll going to switch to multi-user.target, let me see.

That's effectively the multi-user.target - please post the system journal covering the hibernation, maybe there's some inhibitor.
Then check the pacman log about what changed "a week" ago (anything kernel, systemd and firmware is suspicious)
Speaking of firmware: there doesn't happen to be a parallel windows installation, does there?
Do you notice any other issues beside (afaiu it's only) som flicker?

This Arch installation is 1 year old, and had a Nvidia Quadro P400 in the past, but I uninstalled all nvidia packages when I installed the Intel Arc 380

Since you mentioned it twice - did this start when replacing the GPU?
Do you have stale sleep hooks around from the nvidia setup?
How does the system behave on S3, same?
It's otherwise not very likely that re-installing the system to the same configuration will change much. If you know *when* this started it's better to figugre *what* happened at that time, isolate the cause and address it.
If you nuke the system, you'll loose at least part of that information for good.

This problem started with the Nvidia card in the system: The computer would freeze when hibernating. Tired of the Nvidia driver problems, I bought the Intel GPU.
When I installed the new card I followed the Nvidia wiki to revert all the settings I had touched in the past. Then this behaviour appears (described in the first post)
The S3 (suspend to ram) works fine since I put the Intel GPU in.

Ok, check the pacman log for what happened in the relevant timeframe.
If it's not systemd and not the GPU swap, it's most likely some kernel regression that was backported to the LTS kernel.
Downgrading to an older kernel (of either version) would then restore the status-quo ante.
It's comparatively safe to downgrade the kernel in isolation (there're special situations reg. major toolchain updates or userspace reliance on modern kernel feeatures where this would break things, but those don't apply here)

Well, this problem is not solved and I have news about this behaviour. I did a fresh install of Arch Linux on a new computer (Intel based CPU/iGPU).
When I put the PC to hibernate, the GUI (XFCE4) freezes and then the screen goes blank. A few seconds later the screen wakes up with the frozen image and then the computer shuts down.
The resume works fine.
This behaviour is the same as on the main PC (described in the first post).
I have no clues about this, sorry.

Did you copy any configs from the old system (sleep hooks, your $HOME)?
Does it happen w/ a fresh user account?
The symptoms sound like
- screenlocker
- dpms
- something wakes dpms
- system hibernates
