How do I resize my home partition without a live usb?

So I want to make my home partition smaller, but I cannot get a live usb because the magnet download links for the iso are not working for me. I heard you can also do this by booting into a root terminal, how do I do that and how do I go on from there? My home partition is encrypted with luks_lvm.

If you're going to shrink the partition manually (let alone an encrypted one "to the right"), make sure to read the wiki on partitioning and fdisk three or four times and in any event HAVE BACKUPS BEFORE YOU START!!
