The wiki page is not clear about how packages get added to extra.
What are the requirements to get it to extra? Does it need to have some number of popularity/votes on AUR? Do i ask a TU to add my PKGBUILD?

Votes help, but having a Package Maintainer interested in having it in the repo is the main criteria.

There are some "Rules" to it (which are not followed to closely but work as an indicator), but as Allan already said someone needs to care about the package and that most of the times also to use it to some extent.

Im just generally wondering because the wiki is not clear and it overall appears to me as some kind of a mystery: I tried googling it for a few days, but came up with absolutely nothing

It mostly is a mystery, as there is no official workflow to get your package included. You best start on the AUR to generate general interest in your package. You can also talk to Package Maintainers (formerly known as Trusted Users) and see if they like your package enough to include it, but be advised that there is a chance they get such mails twice on a slow day, so make sure to properly socialize first.
