All of this depends on the exact compositor, so in this case KWin, so in this case you go and look at the keyboard config in plasma's systemsettings. If you want a terminal way to query this, there's probably some DBUS property but googling doesn't turn up much and am not on my system to check available options.

I'm also smelling a XY problem, what's your end goal? Why do you want to "get cureent keyboard layout"? Do you want to script a layout changer, or what is it you're looking for with which end result?
