After I installed grub to EFI, I only got "grub >" prompt on system start.
But I can load the grub.conf manually, with the following command
grub > configfile /boot/grub/grub.conf
How can I load the grub.conf automatically?
No error message is presented during the installation and boot.

Why is your GRUB configuration file called grub.conf? Do you have /boot/grub/grub.cfg?
If the "grub>" prompt is shown that means that grub.cfg is either not found or does not have any menuentries.

I miss named the config file to grub.conf instead of grub.cfg.
After the file name corrected , the problem is solved.
